This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting emergency preparedness administrative functions for the Center for Preparedness and Response (CPR) including training, strategic planning, and preparedness and response special projects.
The Associate Governmental Program Analyst (AGPA) works under the direction of the Chief, Strategic Planning, Policy, and Training Section (SPPTS) in the Division of Operations, CPR, and acts as a highly skilled, technical program expert, assisting with strategic planning efforts and coordination across branches for strategic planning input and assessment. The AGPA coordinates CPR efforts for center-wide staff development for specialized training in emergency preparedness, recovery, response operations as well as administrative processes and assists the Strategic Planning, Policy, and Training Team with other large-scale special projects as necessary. This position coordinates joint administrative and operations efforts and is responsible for obtaining consensus between the Division of Operations and the Division of Program and Response, including the facilitation of various task forces, work groups, and other complex projects impacting the CPR Divisions, often under short deadlines. The AGPA is responsible for assisting with surveys and interviews with CDPH subject matter experts and local stakeholders to research, review, and evaluate efficiency and effectiveness of responses and identify gaps.
In the event of an emergency activation, the incumbent may be required, on short notice, to work irregular and overtime hours during disaster operations in order to support one of four CDPH Emergency Operation Centers (EOC). The incumbent is required to participate on an CPR Incident Response Team (IRT). Up to 5% travel is required.

Telework Information
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required , and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
